Anti-Ragging Cell

College campus is a place to find valuable friendship and to cherish unforgettable moments. If education, and particularly Higher Education, is to serve as the lever to the great surge forward of the Indian nation, the scourge of ragging which corrodes the vitals of our campuses needs to be curbed. Ragging therefore adversely impacts the standards of higher education. Being cognizant of the magnitude of this menace, the Institute stands by its unwavering aim to make the campus ragging free.

‘Ragging’ a social menace. It is considered as a sadistic thrill, and it is a violation of Human Rights. As such, it has no place in academic environment of the Institute and concerted efforts are required to be in place to prevent its occurrence at any point of time. Hence, there is a need for a balanced ‘Anti-Ragging Policy’ to be adopted by the Institution. The Anti-Ragging Policy thus adopted by the Institute takes care of preventive, procedural and punitive aspects of ragging based on the guidelines provided by the Honorable Supreme Court of India, recommendations of the Raghavan Committee, instructions / guidelines issued by the Ministry of HRD, Government of India.

Aim

To root out ragging in all its forms from the Institution by instituting anti-ragging measures and providing strict punishments to be meted out to persons violating the Anti-Ragging Regulations of the Institute.

Policy

In pursuant to the directives of the Honorable Supreme Court of India and in accordance with the University Grants Commission (UGC) guidelines notified vide no. F.1-16/2009 (CPP-II) dated 21-10-2009 on Curbing the Menace of Ragging in Higher Educational Institutions, 2009 (Under Section 26(1) (g) of the University Grants Commission Act, 1956), our college has undertaken appropriate measures to oversee the strict and meticulous implementation of such directives from time-to-time.

The Institute has a zero tolerance towards any act of ragging. Hence, ragging in any form is strictly prohibited inside and outside the campus.

According to the Honorable Supreme Court of India, Ragging constitutes one or more of any of the following acts which may cause or is likely to cause physical or psychological harm or to raise fear or apprehension thereof in a fresher or a junior student :

  • Any conduct by any student or students whether by words spoken or written or by an act which has the effect of teasing, treating or handling with rudeness a fresher or any other student.
  • Indulging in rowdy or indiscipline activities by any student or students which causes or is likely to cause annoyance, hardship, physical or psychological harm or to raise fear or apprehension thereof in any fresher or any other student.
  • Asking any student to do any act which such student will not in the ordinary course do and which has the effect of causing or generating a sense of shame, or torment or embarrassment so as to adversely affect the physique or psyche of such fresher or any other student.
  • Any act by a senior student that prevents, disrupts or disturbs the regular academic activity of any other student or a fresher.
  • Exploiting the services of a fresher or any other student for completing the academic tasks assigned to an individual or a group of students.
  • Any act of financial extortion or forceful expenditure burden put on a fresher or any other student by students.
  • Any act of physical abuse including all variants of it such as sexual abuse, homosexual assaults, stripping, forcing obscene and lewd acts, gestures, causing bodily harm or any other danger to health or person.
  • Any act or abuse by spoken words, emails, post, public insults which would also include deriving perverted pleasure, vicarious or sadistic thrill from actively or passively participating in the discomfiture to fresher or any other student.
  • Any act that affects the mental health and self-confidence of a fresher or any other student with or without an intent to derive a sadistic pleasure or showing off power, authority or superiority by a student over any fresher or any other student.
  • As per the 3rd amendment in UGC Regulations on August 29, 2016 to expand the definition of Ragging includes “Any act of physical or mental abuse (including bullying and exclusion) targeted at another student (fresher or otherwise) on the ground of color, race, religion, caste, ethnicity, gender (including transgender), sexual orientation, appearance, nationality, regional origins, linguistic identity, place of birth, place of residence or economic background”.

Punitive Action

The institute will summarily punish or reprimand the guilty student, either by itself or by following procedures, administrative or otherwise, by constituting a Special Enquiry Committee and put forth its findings or recommendations before the competent authority to take a decision. Students are encouraged to report any ragging act witnessed or experienced by them to the Anti-Ragging Committee or Squad / Grievance Redressal Committee / any faculty member / any staff member with whom the student may feel comfortable. The institute will ensure confidentiality of such a disclosure by the student.

So, do not be a victim or even a witness – just stand against ragging.
